In 2018 the Metropolitan Policy Committee (MPC) approved Congestion Mitigation and Air Quality (CMAQ) federal funding for two Point2point Solutions projects: Regional Safe Routes to School (21391) and Safe Routes to School Outreach and Encouragement (21392). MPC also approved Transportation Alternatives (TA) federal funding for City of Eugene project Maxwell Road and Prairie Road (21381). Since that time 21391 and 21392 have been deemed ineligible uses of CMAQ funds.

The proposed amendment to the Metropolitan Transportation Improvement Program (MTIP) would fully replace the CMAQ funds in 21391 and 21392 with TA funds from 21381. The CMAQ funds would then be utilized in 21381, pending ultimate eligibility determination from FHWA, keeping all three projects fully funded.
