The MPO Metropolitan Policy Committee (MPC) previously programmed $600,000 in MPO discretionary Congestion Mitigation & Air Quality (CMAQ) federal funds for a traffic signal at Green Lane and River Road as part of LTD’s Santa Clara Community Transit Center project (Key Number 20947). The traffic signal will mitigate congestion and reduce bus idling at the new transit center. Since these funds were programmed, ODOT has questioned the eligibility of this use of CMAQ funds on the grounds that the congestion and emissions do not yet exist. While members of the Transportation Planning Committee (TPC) disagree with the validity of ODOT’s argument, it is proposed, for the sake of timeliness and helping LTD to keep their schedule, that the previously programmed $600,000 CMAQ be returned to the MPO discretionary funding pool and that $600,000 of un-programmed discretionary Surface Transportation Block Grant (STBG) federal funds be applied to this project instead. Match requirements for either fund source are equal, thus there is no change to the project total. TPC unanimously recommended approval of this request at their June 20 meeting.

Public comment period will remain open through August 30, 2018. Metropolitan Policy Committee will hold a public hearing at their August 2 meeting, 11:30 AM - 1:30 PM at City of Springfield Justice Center 2nd floor meeting room; 344 A Street.
