The City of Springfield requests an expedited approval of an amendment to the MTIP which affects three City of Springfield projects utilizing STBG and/or CMAQ funds.

A Public Hearing will be held at Metropolitan Planning Committee meeting, 11:30 AM February 7, 2019 at the Springfield Justice Center, 2nd floor meeting room (344 A St. Springfield.) Public comments will be accepted until February 4, 2019.

City of Springfield was approved $290,873 in CMAQ funding to purchase a PM10-certified street sweeper (STIP Key 21146). The City proposes to complete the purchase using local funds, and transfer the federal CMAQ dollars to another MPC-supported project on S. 28th Street (STIP Key 21174), already utilizing CMAQ funds for dust mitigation improvements. These additional funds on the S. 28th Street project are needed for a Right of Way acquisition phase, being created by this amendment.

In addition to the changes described above, the City of Springfield proposes moving $72,440 (STBG) and $334,336 (STBG) to Construction phase of their MPC-supported Mill Street reconstruction project (STIP Key 21393) from the Preliminary Engineering and Construction phases, respectively, of the S. 28th Street dust mitigation project (STIP Key 21174). These funds will replace $406,776 in local overmatch funds committed to the Mill Street project, resulting in no change to the Mill Street project’s total programmed amount.

Finally, there are several schedule adjustments to phases of both the Mill Street project and S. 28th Street. Exhibit A provides a comparison of the details for each affected project before and after the amendment.
